K. Kellogg Foundation. The seminar was held in Turrialba, Costa Rica in December, 1981, for the purpose of analyzing the approaches to technical cooperation that are used by IICA's Planning and Project Management Division, PROPLAN, and the Development Project Management Center of the United States Department of Agriculture.
