This document contain five innovative principles the risk assessment, the agreement's scientific principle, the regionalization principle, the equivalence principle stipulates that be sanitary norms of an exporting country, even though they may not be equal to those of the importing nations, shall be accepted by the latter provided that they can prove that they have achieved the same degree of sanitary protection. The transparency principle stipulates that the new sanitary measures or its modifications that should be previously consulted with WTO members with the exception of cases urgency. (MV)
