The recent growth of regional trade pacts poses a significant challenge for agricultural trade policy and for the process of multilateral trade liberalization. In the past, most regional trade agreements left agricutural goods out of their free-trade provisions, or included them only in limited ways, in deference to the political sensitivity of the sector and the potential for conflict with domestic policy objetives. However, this situation is rapidly changing
