Report on the review of the CARAPHIN Project

Major findings: a) CARAPHIN has benefitted the national participants by raising awareness of the importance of agricultural health surveillance within the region. Reports written by the Ministry of Agriculture (MOA) personnel have been of much better quality since the inception of CARAPHIN and national participants now are more aware of modern surveillance and disease control measures, b) The project has done a good job communicating with technical personnel in the MOA, but that the benefits of the network have not been adequately that countries have not fully taken ownership of the network, c) The project has been a leader to the Caribbean in accumulating and disseminating agricultural health information between member countries and between the region and international agencies, d) The original mandate of the project relating to raising production, and improving the economic returns from trade were outside the direct capabilities and control of the project, and e) CARAPHIN¦s contacts with MOA¦s, regional technical development agencies, international surveillance organizations, embassies, and donor agencies permit it to act as a liaison between Ministry of Agriculture personnel and these organizations
