Analiza la problemática fitosanitaria forestal en Chile; destaca en este contexto que la forma de encarar esta problemática debe ser en forma integral, es decir, impidiendo el ingreso de nuevos agentes dañinos, controlando el desarrollo de plagas en las plantaciones y etapas del proceso de transformación del recurso, y por último, evitando que los productos, cuyo destino sea la exportación, transgredan las normas fitosanitarias establecidas por los importadores. Señala lo importante que es, dentro de este enfoque integral, la definición o redefinición de las barreras sanitarias; la definición de roles para la acción estatal y para las empresas privadas; y establecer proyectos claros para la realización de las tareas que se deban acometer. Analiza especialmente las acciones específicas que deben asumir, tanto los organismos estatales como la empresa privada organizada, para evitar el ingreso de agentes dañinos, así como para controlar su desarrollo poblacional y evaluar los problemas que estos patógenos ocasionan a los bienes forestales comerciales chilenos.
