El objetivo de este estudio fue analizar las condiciones actuales de la gobernanza local del recurso hídrico en la subcuenca del río Ulí, reserva de Biosfera Bosawas, Nicaragua. Para ello se aplicaron diferentes metodologías como: análisis social CLIP, análisis de redes sociales, observación participante, así como revisión y análisis del marco regulatorio formal y no formal, caracterizando las sinergias, vacíos, contradicciones y duplicidades en el mismo con respecto al tema hídrico.Se concluye que la gobernanza local del recurso hídrico en la subcuenca del río Ulí refleja un régimen neo patrimonial, pluralidad legal y debilidades de gobernabilidad en un contexto de extrema pobreza, comunidades mestizas e indígenas Mayangnas. Tampoco existe articulación de acciones para la gestión del recurso hídrico, entre los tres municipios que conforman la subcuenca. |

The general objective of this study is to analyze the present conditions of the local governance of water resources in the Ulí River Watershed Biosphere Reserve of Bosawas, Nicaragua. The following methodologies were implemented with the objective of characterizing the synergies, shortcomings, contradictions and duplicity of water resources: social analysis CLIP, social network analysis, participative observation and review of the formal and informal regulatory framework.In conclusion, local governance of water resources in the Ulí River Watershed exhibits a neo-patrimonial regime, legal plurality and weak governability in the context of indigenous Mayangnas communities characterized by extreme poverty. Furthermore, joint action for water resource management does not exist among the three municipalities that make up the watershed. |
