Este proyecto de investigación fue realizado en el altiplano del departamento de San Marcos, Guatemala, abarcando a tres microcuencas - 5.642 ha y una población de 16.600 habitantes - de la parte alta de la cuenca del río Coatán con la finalidad de complementar los esfuerzos regionales de desarrollo humano y conservación de los recursos naturales a través de la elaboración de un plan participativo de restauración del paisaje forestal y mejoría de los medios de vida de las comunidades locales. Los objetivos específicos que orientaron la investigación fueron cuatro: a) realizar un diagnóstico territorial participativo del área de estudio; b) identificar áreas prioritarias para la implementación de acciones de desarrollo local, manejo y conservación de los recursos naturales y restauración del paisaje forestal; c) identificar y evaluar opciones para la implementación de microcorredores biológicos; d) elaborar un plan estratégico participativo de restauración del paisaje forestal. La planificación estratégica, es decir de largo plazo, demostró ser una herramienta fundamental para que el plan pueda adaptarse a las nuevas realidades y reconocer el aspecto dinámico y complejo del paisaje y medios de vida. Su carácter integrador y no excluyente de otros enfoques de gestión a escala de paisaje es vital para que pueda sumar esfuerzos y así generar impactos más efectivos y perdurables en la región. El éxito en la elaboración e implementación del plan depende directamente de la participación de los grupos comunitarios locales y formación de alianzas estratégicas junto a organizaciones internas y externas. La priorización u ordenamiento de esfuerzos (comunidades, organizaciones, áreas prioritarias, líneas de acción, costos generales, etc.) son actividades clave para el éxito de ejecución del plan y maximización de los beneficios de implementación de cada eje estratégico identificado, garantizando así un mejor aprovechamiento de los recursos disponibles y una mayor contribución al proceso de restauración del paisaje forestal y desarrollo comunitario. |

This research project was undertaken within the highlands of San Marcos Department, Guatemala, at three catchments - 5,642 ha and a population of around 16,600 people - located at the upper part of Coatán river watershed and its main goal was to contribute to regional human development and natural resources conservation efforts throughout the establishment of a forest landscape restoration and local communities‟ livelihoods improvement participatory plan. The four specific objectives that guided the research were: a) to build a participatory study site territory diagnostic; b) to identify priority target areas to implement local development, natural resources management and conservation and forest landscape restoration actions; c) to identify and evaluate biological micro-corridors implementation options; d) to build a participatory forest landscape restoration plan. The strategic planning process - at a longtime period - showed to be a fundamental tool so that the plan can adapt to the new realities and recognize the complex and dynamic aspects of the landscape and livelihoods. Its integrative and not excluding character to other landscape scale management approaches is vital so it can join efforts and therefore generate more effective and time lasting impacts at the region. The plan construction and implementation success directly depends upon local community groups and strategic alliances with internal and external organizations. The arrangement of local efforts priorities (communities, organizations, target areas, activities, general costs, etc.) are key elements towards the success of the plan execution and maximization of implementation benefits for each strategic guideline, therefore guaranteeing a better use of the available resources and a bigger contribution to the process of forest landscape restoration and community development. |
