Este estudio analizó algunos componentes de la gobernanza del agua para consumo humano en la cuenca alta del río San Juan, específicamente en los municipios de Santiago y Cadereyta de Jiménez, en el Estado de Nuevo León, México. Mediante observación directa y de los testimonios de los habitantes de las comunidades se evidenció que el marco normativo existente para la zona, rara vez o casi nunca es cumplido, tanto por los usuarios como por las autoridades. El establecimiento de reglas formales e informales no se ha definido correctamente, lo que ha provocado una participación casi nula de los actores locales en el diseño de planes y políticas públicas. También se determinó, que el consumo de agua embotellada ha aumentado considerablemente, lo cual afecta la economía familiar. Se recomienda realizar una evaluación del cumplimiento de los objetivos de las instituciones involucradas en la gestión de agua para consumo humano, como la CONAGUA, PROFEPA, la Agencia Estatal de Protección al Medio Ambiente y Recursos Naturales de N. L. y la Secretaría de Salud, para definir estrategias para el mejoramiento de la efectividad en las actividades desempeñadas. Por último, se necesita de una estrategia de empoderamiento de los actores locales para gestionar acciones de manejo del recurso hídrico en conjunto con las autoridades locales y entes de gobierno relacionados al agua para consumo humano. |

This study analyzed some relevant components of the governance of water for human consumption in the upper part of the San Juan basin, specifically in the municipalities of Santiago and Cadereyta de Jiménez, in the State of Nuevo León, México. Through direct observation and testimonials of the habitants of the communities, it can be proved that the existing regulation framework of the area is rarely or almost never it is accomplished by the users or the authorities. The establishment of formal and informal rules hasn't been well defined, thus has induced to put aside the participation of local actors in the design of public policies and dispositions. Also, it was observed that the consumption of bottle water has increased considerably, which is been reflected in the spending of money per family in the last years. In order to obtain some strategies to improve the effectiveness of the developed activities, it is necessary to create an evaluation of the fulfillments of the objectives of involved institutions in the water management for human consumption, this involved institutions would be the CONAGUA, PROFEPA, the State Agency for the Protection of the Environment and Natural Resources of Nuevo León and the Health Secretary. Finally, a strategy of empowerment of the local actors to manage the water overall local authorities and government agencies related to drinking water is needed. |
