La actividad apícola en Costa Rica está conformada por aproximadamente 1 700 apicultores y apicultoras ubicados principalmente en cuatro provincias: San José, Alajuela, Puntarenas y Guanacaste. Esta es una actividad que en la actualidad no forma parte de los sectores prioritarios en la agenda económica del país y que a nivel regional ha perdido participación frente a países como Guatemala y El Salvador, reconocidos productores y exportadores de miel, uno de los productos base de la apicultura. Desde una dimensión ecológica, han sido diversos los factores asociados con el rezago del sector, incluyendo la llegada de la abeja africanizada, cambio de uso del suelo y cambio climático. No obstante, aún quedan vacíos de información en otras dimensiones de la actividad como las sociales y las económicas. Este estudio se realizó con el fin de conocer cómo se encuentra el sector en la actualidad partiendo de dichos vacíos, abarca tanto los aspectos socioeconómicos y organizacionales como los ambientales de la actividad apícola. Las zonas de análisis fueron dos de las provincias más destacadas en el país: Puntarenas y Guanacaste. Reconocidas no solo por su tradición en la actividad, sino porque representan el 55.8 % de la producción nacional. Fueron realizadas entrevistas semiestructuradas a 76 apicultores y apicultoras, utilizando el Enfoque de Medios de Vida (EMV) y Marco de los Capitales de la Comunidad (MCC). Igualmente, se realizaron dos talleres con apicultores (uno en cada provincia) para analizar cada uno de los eslabones presentes en la cadena productiva de la miel, además de 14 entrevistas semiestructuradas a diversos actores clave en la composición de la cadena como lo son el sector público, sector privado y las organizaciones de apicultores. Con la información recopilada de las entrevistas y talleres, se desarrolla una matriz de análisis de viabilidad en el establecimiento de un esquema de financiamiento para enfrentar el cambio climático que puede ser la figura de la Medida Nacional Apropiada de Mitigación (NAMA) o de otro mecanismo financiero con mayor énfasis en adaptación. Los resultados muestran que la actividad enfrenta diversos desafíos, no solamente relacionados con el cambio climático sino con una débil estructura productiva que la limita en el desarrollo de una cadena de valor. Los apicultores optan por organizarse a través de asociaciones, con el fin de permanecer en el sector apícola y superar limitaciones relacionadas con el acceso a capacitaciones y subsidios. Aunque existen debilidades en la forma de determinar el costo monetario en que se incurre en la apicultura, esta actividad resulta rentable según la cantidad de colmenas que posean. En la mayoría de los casos y porque la producción de miel y los subproductos de la colmena tienen un periodo de cuatro a cinco meses, es necesario alternar la apicultura con otras actividades productivas como la agricultura o la ganadería. Si bien el sector agrícola en general cuenta con el potencial para desarrollar mecanismos de mitigación y adaptación al cambio climático, la apicultura en particular presenta limitantes en la estructura de una NAMA relacionadas con prioridades gubernamentales, fuentes de financiamiento y mecanismos de medición de gases de efecto invernadero (GEI). Con estas condiciones, resulta más viable plantear un mecanismo que esté más orientado hacia la adaptación que hacia la mitigación, que sea desarrollado en menor tiempo y que facilite la sinergia entre mitigación y adaptación. |

Beekeeping in Costa Rica consists of approximately 1,700 beekeepers located mainly in four provinces: San Jose, Alajuela, Puntarenas and Guanacaste. This is an activity that currently is not a priority in the country's economic agenda and at a regional level has lost market share to countries like Guatemala and El Salvador, renowned producers and exporters of honey, one of beekeeping´s basic products. From an ecological perspective, several factors have been associated with the lag in the industry, including the arrival of the Africanized bee, land use change, and climate change. However, there are still information gaps within other aspects of this activity, such as those related to social and economic factors. This study was conducted in order to better understand the sector in its current state, starting with these gaps, and covering the socio-economic, organizational as well as environmental aspects related to beekeeping. The areas analyzed were two of the most important provinces: Puntarenas and Guanacaste, recognized not only for their beekeeping traditions, but also because they represent 55.8% of total domestic production. Semi-structured interviews were carried out with 76 beekeepers (using Livelihoods and Community Capitals Framework). Also two workshops with beekeepers (one in each province) to analyze each of the current links in the honey supply chain and, 14 semi-structured interviews were conducted with various key stake-holders within the value chain, made up of key players from the public and private sector, as well as beekeepers' associations. With the information gathered from interviews and workshops, a feasibility analysis matrix was developed for the establishment of a financing scheme in order to face climate change. Its figure may be the Nationally Appropriate Mitigation Action (NAMA) or another financial mechanism with greater emphasis on adaptation. The results show that beekeeping faces several challenges, not only related to climate change, but with a weak productive structure that limits the development of a value chain. Beekeepers choose to organize themselves through associations in order to remain in the beekeeping sector and to overcome limitations related to access to training and subsidies. Although there are weaknesses in the way of determining the monetary costs incurred in beekeeping, this activity is profitable depending on the number of hives they own. In most cases (and because the production of honey and by-products from the hives have a period of four to five months), there is a need to alternate beekeeping with other productive activities such as agriculture or livestock. While the agricultural sector in general has the potential to develop mechanisms for mitigation and adaptation to climate change, beekeeping in particular presents limitationsin the NAMA structure related to government priorities, funding sources and mechanisms for greenhouse gas (GHG) measuring. Therefore, it is more feasible to propose a mechanism that is more oriented towards adaptation than mitigation and to facilitate synergy between the two. |
