El presente trabajo corresponde a un proceso de planificación participativa, realizado en el territorio Macizo de Peñas Blancas, en la región Centro Norte de Nicaragua, el cual comprende un territorio de 422 km2 en el cual se encuentra el Área Protegida Reserva Natural Macizo de Peñas Blancas. El trabajo consistió en la aplicación de la metodología de Estrategias de Desarrollo Sostenible bajo Cambio Climático (ELDECC), esta se realizó mediante cuatro etapas: 1) La identificación de una plataforma de participación Grupo Impulsor para la Gestión Territorial Macizo de Peñas Blancas, el cual fue el solicitante de trabajo a través del proyecto MAP Noruega, 2) Un análisis territorial a partir de la evaluación de las dinámicas territoriales y de necesidades humanas fundamentales, el cual permitió tener un panorama más claro del contexto socioeconómico en el que se encuentra el territorio, 3) un análisis de vulnerabilidad al cambio climático basado en medios de vida de las comunidades y 4) un proceso de construcción de estrategias territoriales a partir de la información recopilada en las etapas anteriores. La realización de este trabajo representa un avance importante en el proceso de gestión territorial que se viene realizando en el territorio, teniendo en cuenta el contexto complejo que representa el traslape institucional de municipios, área protegida y comunidades. Este trabajo pretende generar un equilibrio entre el desarrollo y conservación del territorio buscando favorecer una accionar institucional planificado y articulado. |
