El trabajo de Estrategia Local de Desarrollo Sostenible bajo Cambio Climático se realizó en el territorio indígena Wangki Awala Kupia, Municipio de Waspam, Región Autónoma de la Costa Caribe Norte, en Nicaragua. Consta de cuatro etapas: 1) mapeo de actores; 2) análisis de situación del territorio; 3) análisis de vulnerabilidad frente al cambio climático; y 4) planificación de la Estrategia local de desarrollo. El mapeo de actores muestra las diferentes organizaciones gubernamentales, educativas y de la sociedad civil que tienen incidencia en el territorio. El análisis de situación se desarrolla a partir de la descripción de las cinco dimensiones del Desarrollo Rural Territorial (DRT) de la Estrategia Centroamericana de Desarrollo Rural Territorial: dimensiones cultural, económica, social, institucional y ambiental. Se realiza por separado una reseña de la ocupación del territorio y un análisis poblacional. El análisis de vulnerabilidad muestra el nivel de exposición del territorio frente a los cambios en el clima, la sensibilidad de sus medios de vida y la capacidad de adaptación del territorio. En esta etapa del proceso y a manera de síntesis, se realiza un FODA territorial para cada una de las dimensiones del DRT. La Estrategia local de desarrollo contempla insumos de los análisis anteriores y culmina con la elección de 10 aspectos clave o ejes de desarrollo, en torno a los cuales se enfocarán los esfuerzos de los actores para construir un territorio sostenible. |
