Uno de los principales problemas del proceso de desarrollo social y económico es el grado de importancia y función de la planificación en los países en desarrollo y su adecuada utilización en el análisis de políticas y el proceso de toma de decisiones del sector agrícola. Los procesos de planificación parecen haber sido ampliamente aceptados como un medio esencial para orientar y acelerar el desarrollo económico. Así, el objetivo de este taller es, en primer lugar, discutir los conceptos de los procesos de planificación y las bases conceptuales y empíricas de los procesos de planificación agrícola en Guyana. En segundo lugar, permitir un análisis en profundidad del desempeño de los sistemas de planificación en Guyana y aportar coherencia y flexibilidad a la toma de decisiones sobre políticas agrícolas. Al hacer esto, es necesario darse cuenta de que la estructura social y económica ha cambiado significativamente y es importante considerar el significado y las consecuencias de estos cambios, porque el proceso de planificación debe ser coherente con ellos. |

One of the principal problems of the social and economic development process is the degree of importance and role of planning given in the developing countries, and its proper utilization in the policy analysis and decision-making process of the agricultural sector. Planning processes appear to have been widely accepted as an essential means of guiding and accelerating economic development. Thus the objective of this workshop is in the first place to discuss the concepts of planning processes and the conceptual and empirical bases of agri- cultural planning processes in Guyana. Secondly, to permit an in depth analysis of the performance of planning systems in Guyana and to bring coherence and flexibility of decision-making on agricultural policies. In doing this it is necessary to realize that the social and economic structure has significant ly changed and it is important to consider the meaning and the consequences of these changes, because the planning pro- cess should be consistent with them |
