Summary, etc Sintetiza y describe algunos problemas institucionales que ocurren habitualmente en organizaciones gubernamentales de investigación agropecuaria. Destaca nueve problemas específicos, por considerar que corresponden a situaciones no sólo comunes sino de efectos negativos para la eficiencia y eficacia de tales instituciones. Tales problemas se ubican en tres niveles de la organización: A) estructura productiva (referido a la eficacia) y señala tres problemas en este nivel: 1) a pesar de la actividad, existe parálisis; 2) la trampa de los rendimientos físicos; 3) inflexibilidad en el uso de recursos; B) en sí misma (referido a la eficiencia) indica cuatro problemas en este nivel: 4) el síndrome de fabricar y no vender; 5) la organización centrífuga; 6) pre-eminencia de los administradores; 7) el efecto archipiélago; C) sistema político gubernamental, señalando en este nivel dos problemas más; 8) la necesidad de traductores simultáneos; y 9) organizaciones monogástricas y rumiantes.
