Señala las causas más relevantes de los problemas que adolece este subsector, haciendo énfasis en lo que se refiere a su desarrollo como fuente de abastecimiento de alimentos y de materia prima. El contenido del documento es desarrollado bajo los siguientes encabezamientos principales: 1) características del consumo de granos básicos; 2) producción de granos básicos y sus características estructurales; 3) políticas de incentivos a la producción de granos básicos; 4) análisis regional de la producción de granos básicos; 5) análisis regional del destino de la producción de granos básicos; y 6) producción de granos básicos: hacia una política y estrategia regional nacional diferenciada. Incluye además dos anexos con estadísticas relacionadas al análisis. (ACH)
