The document explains that in recent years, developments in biotechnology have become the subject of much attention, as different sectors of society have become aware of the possibilities of recent refinements and extensions of the various techniques. The explosion of knowledge in microbiology, molecular biology, cellular biology, biochemistry, and genetics has fueled commercial interest and expanded research and development of new products. These, in turn, promise improvement in the quality of life for both the developed and developing nations. It should be emphasized that the spectrum of available tools represents an evolving and expanding continuum that includes conventional methods of selections and breeding, mutagenesis, recombinant DNA (rDNA) techniques, cell fusion techniques, and others. Rational and appropriate aplication of the newest techniques to the solution of problems in health, food production, energy and the environment has generated technologies that have had a tangible impact in the industrialized countries. The document expects great things from the new biotechnology, which can open up new horizons and offer short-term solutions to severe economic and social problems. It is also to be hoped that these guidelines will provide a coherent framework for regulation of the new biotechnology in each of the countries and permit the safe, rational development of its scientific and material benefits, while at the same time ensuring responsibilities for the protection of health and the environment.
