En años recientes el sector agropecuario ha venido desempeñando un papel mucho más destacado en las negociaciones climáticas. En el Acuerdo de París se definió con mayor claridad la prioridad de atender el cambio climático para garantizar la seguridad alimentaria y disminuir la vulnerabilidad de los sistemas de producción de alimentos. El nivel de compromiso que cada país ha asumido y el enfoque que cada uno ha aplicado para sustentar dicho acuerdo han quedado explícitos en las contribuciones previstas y determinadas a nivel nacional (INDC, por sus siglas en inglés) que presentaron los países a la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC). Este estudio analiza dichas contribuciones y examina la forma en que el sector agropecuario fue abordado en las INDC presentadas por 17 países de América Latina1. Todos los países de la región incluyeron el tema en sus INDC, en las que fue abordado generalmente con un enfoque dirigido prioritariamente a la adaptación; sin embargo, todos los países incluyeron metas de mitigación que indirecta o directamente tienen que ver con la agricultura y la ganadería. Los compromisos asumidos por los países denotan el nivel de prioridad del sector en los objetivos de desarrollo de la región y la necesidad de canalizar apoyo técnico y financiero en el tema. El sector agropecuario tiene el potencial de lograr la integración de los enfoques de mitigación y adaptación al cambio climático dentro de las políticas, estrategias y programas nacionales. Los compromisos asumidos por los países, tanto en el Acuerdo de París como en sus contribuciones previstas y determinadas a nivel nacional (INDC, por sus siglas en inglés), proporcionan una base sólida para enfrentar el desafío global del cambio climático con acciones concretas que respondan a los contextos y las prioridades nacionales. |

During recent years, agriculture has played a much more prominent role in the climate negotiations. In the Paris Agreement, the importance of addressing climate change to ensure food security and reduce the vulnerability of food production systems was stated more clearly than ever before. The level of commitment and priorities of each country in support of the Paris Agreement were made explicit in their intended nationally determined contributions (INDCs), submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC). This study analyzes the<br/>INDCs submitted by 17 Latin American countries, and examines the way in which agriculture was addressed within them.<br/>Every country of the region included the issue of agriculture in its INDC, with the priority generally being on the adaptation of the sector. However, all 17 countries also included mitigation goals or actions related directly or indirectly to agriculture. The pledges made by the countries denote the importance of the sector for the region’s development goals and the need to channel technical and financial support towards the sector. Agriculture also has great potential to achieve the integration of<br/>mitigation and adaptation approaches in policies, strategies and programs. The commitments made by each country, both through the Paris Agreement and in their respective INDCs, provide a solid foundation for tackling the global challenge of climate change with concrete actions reflecting national contexts and priorities. |
