Para Costa Rica y los demás países del trópico americano, resulta todo un reto enfrentar efectivamente los problemas que se derivan del mal uso de los recursos naturales renovables. Una de las principales medidas tomadas, generalmente como emergencia, es el establecimiento de áreas silvestres con objetivos específicos de conservación. Estas áreas, unidas en sistema, deben cumplir con los objetivos para los que fueron creadas, a través de un manejo adecuado. Sin embargo, esto se logra si se cuenta con planes de desarrollo o planes operativos para cada área y en estos países no existe la capacidad para hacerlo. Por tanto, se plantearon los siguientes objetivos: 1) Diseñar una metodología para la planificación operativa de reservas forestales y zonas protectoras, 2) Aplicar la metodología en Costa Rica, 3) Evaluar el proceso metodológico, 4) Preparar una metodología mejorada y, 5) Preparar los instructivos para preparar planes operativos. Para cumplir con los objetivos propuestos, se procedió a la revisión de metodologías de planificación de áreas silvestres y de sistemas, se discutió con los funcionarios responsables de las áreas en estudio, se diseñó la metodología, se aplicó y evaluó en el sistema de reservas forestales y zonas protectoras de Costa Rica, se hicieron las correcciones y ajustes del caso, para obtener una metodología mejorada y se prepararon planes operativos de las áreas y del Departamento de Recursos Forestales. Los resultados obtenidos demostraron que la metodología propuesta es aplicable y útil. |

An effective way to confront the problems that derive from the incorrect use of replaceable natural resources is an outstanding challenge for Costa Rica and the rest of the countries in the American tropics. One of the most important measures taken, usually as an emergency means, is the establishment of wild forest reserves, with the specific objective of conservation. These reserves, linked together as systems, gust meet those objectives for which they were created, through appropriated management. However, this is achieved only if there are plans for development or operation for each reserve area, and there is no capacity to do so in these countries. In view of the above, the following objectives were set: 1) Design a methodology for an operative planning of forest reserves and protective zones, e) Apply such a methodology in Costa Rica, 3) Evaluate the methodological process, 8) Prepare an improved methodology, and 5) Draw up the manuals for the preparation of operative plans. In order to fulfill the proposed objectives, a review of planning methodologies for wild forest reserves and systems Was undertaken. The personnel responsible for the areas under study were interviewed. The methodology was designed, applied and evaluated in the system of forest reserves and protective zones in Costa Rica. The manuals were drawn up and applied, to prepare the operative plans for the areas and for the Department of Forest Reserves. The results obtained showed that the proposed methodology is applicable and useful. |
