El estudio se realizó en la parte alta y media de la subcuenca del río Gato, parte de la cuenca del río La Villa, en la provincia de Herrera, Panamá, con el objetivo de analizar la gestión del agua para uso agrícola y pecuario. Se analizaron las principales leyes, decretos y políticas que rigen el recurso hídrico en el país, en especial aquellos que se enfocan en el agua para uso agropecuario; se identificaron y caracterizaron los diferentes actores que guardan relación con el agua para uso agropecuario en la subcuenca, así como las interrelaciones existentes entre ellos.Se utilizaron diferentes metodologías, tales como revisión y recopilación de bibliográfica, recorridos de campo, identificación nominal de actores, análisis de redes sociales, entrevistas diálogos informales y análisis FODA. Los resultados obtenidos indican que en Panamá,desde el punto de vista normativo, existen múltiples leyes y decretos, así como varias instituciones con algún grado de responsabilidad sobre el agua, sin embargo en el caso del recurso hídrico de uso agropecuario, hay dos instituciones con mayor responsabilidad que son la ANAM, como la entidad rectora del recurso y el MIDA que le corresponde velar por el buen manejo del agua de uso agropecuario

The study realized in the high part and a half of the subbasin of the river cat, part(report) of the basin of the river the villa, in the blacksmith's province, panama, with the aim(lens) to analyze the management of the water for agricultural and cattle use. there were analyzed the principal laws,decrees and policies that govern the water resource in the country, especially those that focus in the water for agricultural(farming) use; there identified and characterized the different actors who guard relation with the water for agricultural(farming) use in the subbasin, as well as the existing interrelationships between(among) them.The obtained results indicate that in Panama, from the normative point of view, multiple laws and decrees exist, as well as several institutions with some degree of responsibility on the water, nevertheless in case of the water resource of agricultural(farming) use, there are two institutions with major responsibility that they are the ANAM, as the governing entity of the resource and MEASURE that it(he, she) corresponds(fits) to him(her) to guard over the good managing of the water of gricultural(farming) use.
