In the first part, background information is proveded on the current system. An assessment is also given of the present condition of the system as well as guidelines for reform. In the second part, economic analysis throws additional light on why problems have emerged in the operation of the system. The third part looks at the cost of rehabilitation and considers how these costs may be met. (MIBA)
