El proceso metodológico consistió de tres fases (reconocimiento de la cuenca, conformación del comité y legalización y operación del comité), en cada una de éstas fases se desarrollaron diferentes actividades que dieron como resultado la exitosa conformación del comité de la subcuenca del río Estelí. Esta experiencia brinda una serie de pistas o lineamientos necesarios sobre cómo hacer funcionar un comité de cuencas. Este caso actualmente sirve como materia de enseñanza para el funcionamiento de otros comités de cuencas en Nicaragua. Así mismo se realizó un análisis integral de la Ley General de Aguas Nacionales (Ley No 620) y el Reglamento de la Ley (Decreto 34-2010), en cuanto a la pertinencia y operatividad de ambos instrumentos jurídicos para la conformación y funcionamiento de los comités de cuencas, considerando la experiencia obtenida en el proceso de conformación del comité de la subcuenca del río Estelí. Resumen: This investigation presents an integral analysis to identify the enabling conditions for the conformation, functioning and sustainability of the river basin committees in Nicaragua. This methodological process entailed three phases (acknowledgement of the river basin, conformation and legalization and operation of the committee). In each of these phases, different activities were developed which resulted in the successful establishment/formation of the committee for the subriver basin of the Estelí River. This experience provides a series of required cues or guidelines when it comes to understanding the functioning of these types of committees. Currently, this case study serves as learning material for the creation of other committees in northern Nicaragua. Likewise, I performed an integral analysis of the National Water Act (Act N. 620) and the Regulation of the Act (Decree 34-2010) regarding the implementation and operation of both of these legal instruments/documents for the formation and operation of sub-river basin committees
