Se presenta la justificación, el marco general y los contenidos básicos de posibles acciones dirigidas a la transformación del sector público en un agente efectivo para la reactivación y el desarrollo agropecuario. Se abordan las razones que determinan la necesidad de revisión de las intervenciones, de las estructuras y de los modos operativos del estado; antecedentes y la situación actual del aparato estatal, así como los desafíos y las oportunidades que enfrenta; marco para la modernización del Estado y para el desarrollo institucional; e instrumentos a utilizar y contribuciones de distintos participantes en la ejecución de actividades. Finalmente, analiza la cooperación entre países, los organismos internacionales de financiamiento y las agencias de asistencia técnica, destacando su papel fundamental por los aportes que pueden realizar en este contexto; concluye con el señalamiento de oportunidades para la complementación de esfuerzos y el aprovechamiento al máximo de los recursos disponibles.

The justification, the general framework and the basic contents of possible actions aimed at transforming the public sector into an effective agent for reactivation and agricultural development are presented. The reasons that determine the need to review the state's interventions, structures and operating modes are addressed; background and current situation of the state apparatus, as well as the challenges and opportunities it faces; framework for the modernization of the State and for institutional development; and instruments to be used and contributions from different participants in the execution of activities. Finally, it analyzes cooperation between countries, international financing organizations and technical assistance agencies, highlighting their fundamental role due to the contributions they can make in this context; It concludes with the identification of opportunities for complementing efforts and making the most of available resources.
