Se plantea la reactivación de la agricultura en contribución de reducir el impacto de la crisis económica y promover el desarrollo de los países de la subregión andina (Colombia, Ecuador, Perú, Venezuela y Bolivia); dicho esfuerzo se da a nivel nacional, para lo cual se analiza la corrección del sesgo de las políticas macroeconómicas contrarias a la agricultura; reducción de la desarticulación institucional entre el Estado y los diversos grupos de la sociedad civil; y las desarticulaciones entre las entidades encargadas del diseño y las responsables de la ejecución de las políticas. Plantea además la necesidad de complementar esos esfuerzos nacionales con uno a nivel subregional, fortaleciendo el proceso de integración con la armonización de políticas para la agricultura y la realización de programas de acción conjunta que apoyen el proceso de reactivación agropecuaria y desarrollo del medio rural.

The reactivation of agriculture is proposed as a contribution to reducing the impact of the economic crisis and promoting the development of the countries of the Andean subregion (Colombia, Ecuador, Peru, Venezuela and Bolivia); This effort is made at the national level, for which the correction of the bias of macroeconomic policies against agriculture is analyzed; reduction of institutional disarticulation between the State and the various groups of civil society; and the dislocations between the entities in charge of the design and those responsible for the execution of the policies. It also raises the need to complement these national efforts with one at the subregional level, strengthening the integration process with the harmonization of policies for agriculture and the implementation of joint action programs that support the process of agricultural reactivation and development of the rural environment.
