Insight is provide into planning activities, especially in relation to the transfer of technology in agricultural extension. It highlights that agricultural sector policy is only one of the elements contributing toward the completion of national development policy. The importance of employment to increase productivity and foreign earning capacity is stressed. The document point outs that the setting of policy guidelines is a task that cannot be carried out by the Agricultural Department alone, but must inelale the National Planning Office. It focuses on the subsectors which now contribute greatly to export earnings (rice, banana and shrimp industries). It also refers to the evaluation of the existing agricultural laws in Suriname, which are very old and outdated. There is a definite need to adjust these laws to the modern context, and to stimulate farmers and dairy farming with credits. Finally, the author point out the importance promoting the organization of farmers in interest groups, cooperatives or other forms of collaborative union. (MIBA)
