The recent growth of regional trade pacts poses a significant challenge for agricultural trade policy and for the process of multilateral trade liberalization. In the past, most regional trade agreements left agricutural goods out of their free-trade provisions, or included them only in limited ways, in deference to the political sensitivity of the sector and the potential for conflict with domestic policy objetives.
