The final evaluation report for the project Improving Policy Analysis and Planning infraestructure in Trinidad and Tobago. The major conclusion of the evaluation panel were the following: a) That the project achieved its objectives to a large degree, although it was only partially successful in the application of policy analysis methodologies, b) that SIAPA, while a good system, was too cumbersome to be accommodated with the resources of the MOA; it was felt that a modular form of the program as contemplated in SIAPA2 was more likely to be successfully implemented in Trinidad and Tobago, c) that the other tools, AGSYS and the newly developed Work Plan Management System (WPMS) were very useful tools which could contribute significantly to strengthening the policy analisys and planning process of agricultural management agencies in Trinidad and Tobago, and d) that the project afforded a good for strengthening the technical working relationship between IICA and MOA
