Overexploitation of many stocks has been halted, but much remains to be done in developing national management systems that are socioeconomically rational and administratively effective. The new legal regime has created new probblems of boundary determination and transboundary stock management. It has favoured coastal states relative to distant-water fishing states and, in general, has brought immediate benefits to the former. In the long run, improved fisherires management made possible by the 200-mile limit may provide benefits on a global scale
