It has been discussed from time to tiem as far back as the first Inter-American conference on Agriculture held in Washington in 1930. The movement received considerable ímpetus when Vice President henry Wallace, then Secretary of Agriculture of the United States, presented a paper at the eighth scientific congress held in Washington in 1940 advocating the formation of such an Institute. | ||
