520 _aThe movement toward free trade, which had been gaining momentum for years, led to the Uruguay Round of multilateral negotiations, which contributed significantly to the establishment of the World Trade Organization. For those countries which, like Colombia, signed the respective Final Act and Multilateral Protocols, the internationalization of trade became the ultimate goal. Parallel to these efforts to internationalize trade, in the years following the implementation of policies aimed at deregulation and trade opening by the Government of Colombia (1990-1994), these decisions had different effects in the sectors and subsectors of the economy. Of, course such effects were determined by macroeconomic conditions in the country, in particular those related to the balance of payments, public spending and changes in domestic prices. This forced shift of the Colombian economy toward the new development model led the Government, in 1994-1998, to redirect fundamental aspects of the design and execution of sectoral policy instruments, and to reconsider their efforts aimed at consolidation of a new institutional framework that would afford the country comparative advantages, This, in 1996, Colombia entered into a number of important trade agreements and subscribed a formal pledge to deal with the competitiveness of the agricultural and agroindustrial sectors. This document which deals with agreement between the public and private sector, vias-á-vis the agreement on competitiveness in Colombia, describes the process of developing the agreement and, therefore, how they were conceived and adapted to each subsector. These agreements are being fined tuned as they are implemented, based, on the guidelines established in the different strategies of the 1994-1998 and 1998-2002 Development Plans
