520 _aThe final review of the project was carried out by a panel of persons from within IICA as well as representatives drawn from clients and beneficiaries. The results of surveys of IICA's representatives and coordinators as well as of the projects clients and beneficiaries were presented to the review team as was a self evaluation of the project carried out by the project leader. The review team panel was also guided in its deliberations by the project document, annual work programmes and periodic reports. The objetives of the evaluation mission are as follows: a) review the mandate of the project; b) assess the project design in the context of the mandate; c) evaluate the impact of the project; and d) recommend the future direction of the any subsequent project. The review concluded that the overall and specific objetives were met for the most part. The emphasis was on the SPS procedures to meet market requirements, the modernization of structures and measures to address the entry of exotic pests. The project's clients reported that the areas in which assistance was received from the projet were in descending order - development/improvement of information systems, training, consultations in SPS measures to improve response time in emergencies and protocol development/installation. Over fifty percent indicated that the quality and usefulness of the assistance was good while 41 percent indicated that the quality was excellent and 45 percent reported that the usefulness was excellent. They advanced the following recommendations: a) consideration be given for the use of sustainable approaches that ensure commitment at the national level to the maintenance of regional systems; b) speeding up the progress of drafting and updating national legislation and harmonizing such legislation across the region. Technical assisstance should be provided where necessary; c) establishing closer working relations between IICA's AOC's; d) establishing stronger relationships between the project and relevant ongoing priority actions and programmes at the national level; and e) improved marketing (public relations) for the project
